Flaster Greenberg Tax Shareholders David Neufeld and Matthew Meltzer Lead Drafting of Nevis’ Limited Partnership Legislation

The government of the Caribbean Island of Nevis passed limited partnership legislation on September 25, 2025. This latest ordinance in Nevis’ quiver of cutting-edge offshore legislation is the work-product of Flaster Greenberg Shareholders David Neufeld and Matthew Meltzer, who worked closely with personnel at Trident Trust Company of Nevis and Nevis attorney Jan Dash.

With this new law Nevis will be able to open its doors to new industries and clients that previously may have looked elsewhere, such as private equity and the investment fund formation, bring in more revenue per entity, make itself a viable alternative for fund managers seeking flexibility, privacy, and favorable legal treatment, and position itself as a hub for wealth preservation.

Neufeld has a long history working with the Nevis government. Beginning as the architect of Nevis’ novel limited liability company law in 1994, and continuing over the years, the limited partnership ordinance is the latest brick in the foundation. In November 2024, Neufeld was presented the Leadership in the Financial Services Sector award at the Ministry of Finance’s 40th Anniversary Gala and Awards Ceremony. The Nevis Ministry of Finance said that Neufeld was being recognized for his “ability to forge a meaningful partnership with the Nevis Island Administration and to help it capitalize on opportunities for the creation of new products necessary for diversification.”

Neufeld has practiced law for more than 40 years, advising individuals, businesses, and governments around the globe on sophisticated federal income and estate tax planning, state tax residency planning and audits, asset protection, and insurance and investment tax planning. In addition, he helps high net worth cross-border clients engaged in both inbound and outbound business and family transactions.

Meltzer advises clients in a variety of tax matters, including like-kind exchanges of real estate under Section 1031 of the Internal Revenue Code, mergers and acquisitions, and the tax treatment of litigation recoveries. He is a co-author of the leading treatise on structured litigation settlements, Structured Settlements and Periodic Payment Judgements, published by AM Law Press. Meltzer also represents clients in tax controversies before state and local taxing authorities.
