Kevin Greenberg

Shareholder and Co-Chair, Government Relations and Regulatory Law Practice

Kevin Greenberg counsels clients in a wide range of transactional and regulatory matters. A business lawyer who co-chairs the Government Relations and Regulatory Law Practice Group, Mr. Greenberg primarily represents small and medium-sized clients in corporate and real estate acquisitions and financing, strategic partnership development and other business-operating issues. Formerly general counsel to a software company, he is an expert on technology development and licensing, copyright, trademarks, startup funding and telecommunications. 

Having been a transactional lawyer, government regulator and community leader, Mr. Greenberg has a wide range of significant experience successfully navigating the issues of local land use controls, community engagement, and the political issues facing economic development projects. He regularly represents clients dealing with governments in a wide range of matters, from government contracting, redevelopment, local and state taxes, government-assisted financing, election compliance, gaming and regulatory compliance. His legislative practice focuses on Philadelphia City Council and the Pennsylvania General Assembly.

Prior to joining Flaster/Greenberg, Mr. Greenberg served as a Chief Deputy Solicitor for the City of Philadelphia, where he played a central role in the efforts to prepare for and implement gaming in Philadelphia, negotiated the innovative Internet and wireless technology agreements associated with the Wireless Philadelphia initiative, served as a trustee of the Philadelphia Pension Fund, and was instrumental in a variety of development projects including major arts and culture institutions, energy projects, reuses of the waterfront and Brownfields, and innovative public/private partnerships. Mr. Greenberg has also served as an associate at Wolf Block, as a senior staffer to major national and regional political campaigns, and as law clerk to The Honorable Robert S. Gawthrop, III, of the United States District Court for the Eastern District of Pennsylvania. 

Over the last several years, he has served as faculty on a number of issues, including e-commerce, wireless technology, gaming, riparian rights, Pennsylvania election and campaign finance law, and general business topics relating to economic development, real estate, financing, business law and intellectual property.
